[pox-dev] Change IP address in arp

I'm still missing a lot of details.

Are the IPs all in the same subnet?

The IPs change on the host.  Both at the same time?  At the controller, how do you know that the change has happened?

It might help if I understood why this was going on.  A pcap trace might also help, though the time I personally have available to look is limited until the end of the week.

> I'm not sure I understand what you're doing here.  But if you have an ARP packet object at the controller, you can just change the IP addresses before sending it (if I recall correctly, ARPs in l3_learning are *always* sent to the controller).
