I'm not sure I understand what you're doing here.  But if you have an ARP packet object at the controller, you can just change the IP addresses before sending it (if I recall correctly, ARPs in l3_learning are *always* sent to the controller).

Hope that helps.  If not, maybe you can explain further exactly what you're doing/trying to do.
