As you note, OpenFlow 1.0 doesn't specify a specific behavior, so it's up to the switch what it does -- if it's supported at all.  Open vSwitch includes extensions for working with multiple controllers; you should check the OVS docs (and/or nicira-ext.h) for details.

I'm not positive if POX currently supports all of the multi-controller extensions, but it supports at least some of them, and the rest shouldn't be too hard to add.
